Northland Delivery Framework

2017 - present
Waka Kotahi NZ Transport Agency

In response to an anticipated additional infrastructure investment in Northland, Waka Kotahi NZ Transport Agency was seeking ways to improve engagement with the supply chain to grow capability and capacity in the region to deliver the programme of capital improvement.

Our team worked with Waka Kotahi to develop a framework of contractors to deliver a pipeline of projects over an initial 5-year period. The Northland Delivery Framework provides a mechanism for managing the future programme of minor and medium projects (generally up to $25m) through panels of suppliers. The physical works panels were established in alignment with Waka Kotahi’s prequalification system and relate to the size and complexity of projects.

The benefits of the framework include:

  • Reduced transaction costs

  • Greater supplier confidence in pipeline enabling investment

  • Reward based on performance

  • Focus on broader social outcomes

  • Supply chain better positioned to deliver the client’s quality, budget and programme expectations

  • Improved engagement with the supply chain
